In University. At the beginning of University I decided to push myself to be as outgoing as possible regardless of my stutter. My girlfriend and I began as just friends and as we opened up to eachother more it just kinda happened naturally. My biggest advice would be to just be honest about your stutter to other people. If you make it the center piece of who you are however (which I am guilty of also) what do others have to work with? If your stutter comes up, but you also have x, y and z interest, people will automatically focus on those areas rather than your stutter for sure.
