If you are 'new' trying to speak fluency it's possibly tensing of face. If you thought about fluency a lot, then it's not, then it's definitely 100% psychologal because you hate stuttering and not allowed to speak fluently. Tell yourself in the mirror every day 60 minutes I'm not a stutterer, I'm a fluent speaker, I'm allowed, can and want to speak fluently. Don't say it just like that, make sure to overwrite the reason to stutter to remove the expentance of a stutter. In the book 'definition of a stutterer' they call this 'sometic memory', by changing this you are able to remove the headache. Some things I agree with in this book, but other things not like 'speaking slowly' you should never do in order to learn fluency it's a double-edged sword
