I don’t think it’s a disability. A disability STOPS you from doing something. For example walking, seeing, hearing, and other disabilities. Having a stutter only means you need longer time to speak, you will speak- no matter how blocked you are- you might need a second, you might need 60. I personally don’t call my stutter a disability.
