It's been been over 10 years since most businesses have accepted in store or mail applications. Maybe a small mom and pop grocery store might have physical applications or let you speak to a manager but that's not how most places are run anymore. As far as saying you'll take less money on your application or in the interview, it'll hurt your chance more than help it. Business don't want to be open to a potential discrimination lawsuit that might come from hiring an employee who offered a different rate because they had a stutter. Also, the kind of job you're applying for is probably already at minimum wage which means it couldn't be meaningfully reduced.
