It's not the issue that we don't have the skill to move our speech muscles, it's just that we rely on a certain threshold mechanism to move our speech muscles during a stutter trigger, such as, an appropriateness filter threshold, or a threshold of needing to speak more accurate, or a communication filter threshold, any other kind of threshold that is in our mind that disrupts execution of moving speech muscles. Is this hypothesis closest to the intended message of your post, or is there another, better hypothesis?
