I have a bachelors in communication sciences & disorders, and I stutter. What you're referring to is called pseudo-stuttering. The idea is that intentionally stuttering at the start of a conversation with an unfamiliar listener will relieve the stress of trying not to stutter-- something that often makes stuttering worse, as a result of the social anxiety that comes with stuttering. I myself don't really use it but it has been helpful for others.
