I'd suggest meditating, it's helped me be less tense in all aspects of my life including communication. Remember college kids are open minded and usually pretty accepting as well. Not giving a shit about what others think usually helps, meditating helped me with that too. I didn't talk to many people randomly but joining clubs and playing basketball helped me out. Doing stuff you enjoy and love helps meeting people with similar interests, and you might be more calm when with others bc you're all doing something you enjoy. There might also be NSA meetings at your university, easy way to meet others who stutter or are very accepting.
