I believe it to be caused by a difference in our brain structure than other people in most cases. If you think about it most stutterers probably have a higher confidence than a lot of fluent speakers, it take a lot of guts to give presentations or speak to strangers knowing you will likely stutter infront of them. I bet most fluent speakers wouldn’t be able to if they woke up one day and found themselves stuttering
