That isn't the intended use, I thought it might be a regional thing and I've umjust googled it, not a single entry lists the meaning as you described, they all confirm what I said. I agree with your general point that society as a whole thinks it's okay to mock a stutter. And the phrase "did I stutter" is even somewhat doing so. It's just not nearly so explicit as you seem to believe.
