It is surely a spectrum, but also varies in certain situations in an individual. For example my stammering might be severe in front of strangers and mild with close friends. I have not heard of resources that actually compare stammering in levels. I have only heard people refer to it like negligible, mild, moderate, severe, very severe etc. cuz its very subjective and hard to categorize.
