It's rare. Most people start as children, that's what happened to me. But it can happen around puberty apparently. I would be worried if happened to someone as a fully grown adult as that wouldn't be developmental stuttering anymore. Stuttering can have many different causes, from stress to genetics to external factors lile accidents.
