I don’t think there would ever be a medication/cure since how do you stop the brain from developing/stopping a stutter they might be like devices the same ones to help people with epilepsy or cut out a small portion of the brain but even that is expensive that most people won’t be able to afford there’s speech therapy but even that is sometimes is not enough for some people. I do believe that this should be considered a major disability since it takes away an important aspect of our ourselves the ability to interact with our people.
