I reeeeeally think bringing this up to your school administration is a good idea. You can't help stuttering. It's not fair to be given lower marks for it. If someone had a bad lisp, would the teacher dock them points? It's really worth fighting the teacher on, but do it through your administration, don't try to confront them, that situation may backfire.
