Maybe not a learning disability per se. Still, stutter surely is a disability in many ways. But 99% of rule makers, experts and committees have no idea how hard it is to live with it. And so you often end up with the "man up" advice instead of real help. You could say that this lack of general understanding is part of the handicap :-)
