It's prescription-only, used as treatment for epilepsy and bipolar disorder. Maybe it's possible in the future it could be assigned as an option for treating stammering, but it's definitely not an intended guarantee; I seem to be a rare case, as there are PWS on it too that it made no difference to speech-wise and even some that made their stutter worse.
