"Why should I plan my words? I know what I want to say I just talk and the words come." Exactly, we are focusing so much on 'how we speak' and predicting stuttering, that we have little processing power left to think about content in comparison to fluent speakers (in my opinion). So fluent speakers still have the processing power and they can much faster build sentences from scratch and they have more experience with speaking.
