I think a lot of times people don't know how to react because they don't really even know what is going on. They may have not have ever seen a real stutter before. If you give them a heads up in advance they will almost always be more than fine with your stutter. Unfortunately, one of the words I have a lot of trouble with is "stutter" so I have had mixed results with this theory.
