It’s not okay. Especially because he did it during an argument to hurt you. It’s never ok, but I’ve had people who don’t know I stutter “playfully” do this to me and I correct them and tell them not to do it. It would be even worse if someone was actively trying to hurt me during an argument by mocking me.
