Even though Joe has a stutter, the incoherent speech and most of the gaffes are from something different. Call it senility or dementia but he’s clearly suffering from a cognitive decline of some sort. Just look at videos of him in the Dem debate videos back in 2008, you can see he’s dealing with getting around the stutter but he’s much much sharper and able to string fully coherent sentences together. It’s like night and day
