Depending on how bad the stutter is yes it definitely does qualify as a disability & precent you from working effectively. If your so bad you can barely talk then obviously it's a real problem. Because communication is everything...if your a mild to moderate stutterer who occasionally stutters & gets blocked then it's fine & you can work around it.
