Doesn't sound like stuttering since you're not having speech blocks (you're trying to say a word but it won't come out due to lack of air flow) or repetition (think Porky Pig, even though that not the most political example but it's the easiest to visualize). To be honest, this sounds a lot like cluttering which can present itself as stuttering or as a comodity (happens along with) of stuttering.
