Couple things first, hope this doesn’t sound like I’m a dick. A stutter and stammer are the same things (stutter is US version and Stammer is UK). Secondly, a stutter is a disability since we are unable to speak. Obviously its worse for others though. In terms of how to blurt out your name, tell the person that you have a stutter and if your comfortable doing it, make a joke out of it to break the ice. Sadly, my name has been a struggle for a decade now and I think everyone with a stutter is the same. My solution is to merge my name with another word before it. For example “I’m Andrew” turns into “I M’Andrew”
