That last part is so ridiculous. Where I am, I’m average looking by Latina standards, but that doesn’t stop guys in my uni that I’m interested in from walking away when they notice my stutter. Doesn’t matter if I approach first or if they approach first. Sitting quietly and waiting for some guy to come by is unrealistic and shows you don’t truly understand how socializing works (and truthfully, I like talking and forming relationships, so the idea of sitting quietly and not putting effort is a big no), because they will eventually walk away when they realize I have a bad stutter that doesn’t stop
