Sounds like a stutter to me. He could be one of those high functioning, covert stutterers with a mild impediment. My daughters noticed mine from a very young age but never brought it up with me until I was comfortable opening up to them about it when they were older. Now I’m very open with them about it and it makes things a lot easier for me.
