Tell her to sing songs that have a lot of "what" in the lyric & convince her she can ACTUALLY say it. I believe stutter is 100% an issue with the brain wiring & is completely fixable Don't ever let she thinks she's a stutter, it would end up making it worse. She would start thinking too much before talking & it's gonna doom her to stutter worse & worse. Talking is like driving, you don't have to think about it, you just drive I fixed my stutter & now it baffles me how I stutter so bad for years. I can just talk now.
