Unfortunately, that was all that was required at the time. They've even thought about doing away with the fluency disorders requirement all together. It was an ASHA accredited master's program. This half semester undergrad course, usually combined with a half semester of voice disorders is pretty commonplace. It's a shame that stuttering gets such little attention in the field, but the truth is that as Speech and LANGUAGE Pathologists most of the work that SLPs do is working with language disorders. Stuttering makes up such a small percentage of most SLP's caseload. In the public schools it's common for an SLP to have 55 (often more) students and it's rare that more than 1 or 2 of them stutter. So it's just not a priority. School districts would rather spend money for training their staff that will support a larger portion of their caseloads. Anyhow, I don't want to hijack the OPs thread too much...
