A woman my mom met in birthing class (for me) was a school speech therapist, and they became best friends. I’ve stuttered since age 3 (40 yrs) and she never knew (bc I covered it up). As an early childhood educator who’s worked in elementary schools, I’ve known many other SLPs, and all I’ve met have no training in dysfluency. In fact, they treat it as if is an articulation disorder- and this is likely to make the stutter worse. So, it’s probably good news that your school district is essentially ignoring their federal mandate to support the academic *and social/emotional needs* of all students. Anyways… your daughter is in an “excellent stage” of stuttering- easy to address. It eventually turns into a social anxiety/panic thing for many of us. I strongly suggest looking at SLP’s who specialize in dysfluency. The cost and location can be prohibitive, but starting with a free podcast/etc is a great jumping off point.
