It's kinda stupid: somehow it is a physical limitation, but at the same time it is not one all the time. Like someone in a wheelchair that can randomly walk every few minutes for a few steps.The older I get the more I believe the fluency is influenced by mental state rather than anything else (like the physical limitation).
