That's your choice. Everyone has a different opinion on this. If you think you need reasonable accommodations doing a job then I would say that it is a disability. I would speak with the hiring manager/HR on what those accommodations are. I personally just mention that I stutter in the interview but I clarify that I choose not to let it adversely affect my job performance and duties.
