This doesn’t sounds like a stuttering issue. From your description, it seems like a developmental issue. I’m not a psychologist, so I won’t speculate on diagnoses. First, try having some empathy for him. He’s a human being just trying to do his job. Maybe try communicating only via email, so you can answer him at your convenience? Do you have managers who can intervene and develop a better way of communicating with him?
