I agree with others about building up confidence. I am a speech therapist and have seen young children who are aware of their stuttering and others who do not mind it at all. I'm not sure how your brother feels about his. You and the family are doing the right thing in not rushing him and letting him take his time to speak, not finishing his sentences, and validating his opinions/comments. It is a good thing to talk to the teacher as well like you said your parent is planning on doing.
