Hm, basically... if you can get something out of it, yeah, it counts. But if it would hurt your position, don't present it as such. Some countries have it legally defined as a disability, others do not. It's really also up to you to figure out if you meet a criteria for it. And sometimes, the disability is moot, if you're not going to be doing anything that involves it much.
