Is this actually a stutter?

Is this actually a stutter? For a while now, maybe a year, I've been stuttering randomly. Not very often but at least once a day. My stutters aren't on multiple words. In the middle of a conversation I'll just keep repeating the beginning of a word until I actually say the word, which sometimes takes saying it at least five times. I can usually stop myself but I don't begin to stutter purposefully. I'm not sure because of varying accounts but I might have had a tongue tie when I was younger so that might contribute to it. Due to the supposed tongue tie I still, rarely, say words without a sound or say things that sound like the way a child would speak, with messed up sounds. I also have anxiety so that could be a cause. If I'm trying to I can generally prevent really long stuttering and only repeat the beginning of a word once if I notice I'm beginning to stutter. The stuttering doesn't seem to depend on the situation, but I often talk a lot and very loudly. Is this actually a stutter or is it related to the tongue tie? Does anyone have a similar stutter?
