I think it's more the anxiety of knowing you have to say a certain word or sentence that you're going to stutter on, but rather than tell the person what you want to say, you just play it off like you lost your thought rather than fear looking like an idiot while fumbling over your words. I do this all the time. I even avoid ordering menu items because I just don't feel like stuttering through the words to get what I want sometimes.
