Get involved in student groups, get to know your neighbors, and don't be afraid to talk. You hopefully won't run into a lot of jerks, but there may be an initial awkward moment when you meet people. Allow (and forgive) people that, and you'll probably find that no one really cares if it takes longer for you to say something.
