Current scientific consensus is that it's hereditary (genetic), causing neurological differences in stutterers' brains. Although there is still much that's not understood about it. Stress and other factors of course heavily influence it, but are in most cases not the root of stuttering. A smaller number of stutterers develop stuttering after brain injury or very traumatic events (war, massacre, etc.) but that's not the case with most stutterers.
