Yes it was in the US, don't know when those rules came around but this was about 16 years ago now. It was a small school (graduating class of about 400) so the only options were Spanish or French. I was the only kid in all of my high school that had a stutter. They never gave any options but to talk in any of my classes. Some good was that it forced me out of my comfort zone and interactions became easier
