It's worse for me. I'm almost always completely fluent in normal conversations where I know I can say anything I want to say and I don't need to say anything specific. But if I'm being asked a question that there's only one answer to, like "What's your name?", I will almost always stutter because I'll be under pressure because I know I have to say a specific thing and I can't get out of it.
