If someone got a slightly delayed audio feedback of what they’re saying, apparently it messes up their brain and they can’t process their words. Is this related to stuttering?

If someone got a slightly delayed audio feedback of what they’re saying, apparently it messes up their brain and they can’t process their words. Is this related to stuttering? I feel like I can hear what I’m saying just milliseconds before I try to say it and it messes up my speech with blocks and stutters.
