It's not hard to have accesses to being mute such as drinking liquid mercuries, taking in heroin and etc., then you can distinguish very clearly from being mute to being PWS. Apart from enjoying the pensions for disabilities, I can't picture other things that being mute will enable you to do but being PWS can't.
