If you're in the US, she cannot legally discriminate against you for your disability. If you haven't yet, let the school know officially that you have a speech impediment and you "request an accommodation" (use those words) for it. Such an accommodation in this case is pretty simply instructing the teacher to not berate you for taking a bit longer to respond during class.
