I think this sometimes too. I don't always know what this "inbetween" behavior of those who aren't quite stutterers is (or I should say if I haven't deemed them as stutterers yet). If it is mocking, an occasional stutter that they're uttering unknowingly in my presence, nervous behavior, sympathetic/empathetic behavior or something altogether different.
