Relapsing to me means giving into secondary characteristics like making faces, closing eyes tight, biting lip, avoiding, hiding repetitions in exchange for blocks, ruminating over scenarios of dysuency, etc. If you stutter as an adult, you should give up hopes of being completely fluent because studies show our brains are just wired differently, and by adulthood we lose plasticity in our brains, barring any chances to exactly change our brain chemistry without medicine. It is much better to be at peace with your repetitions and use techniques to make them smoother, reducing shame and stress for good.
