I think that it does weaken a stutterers speech in the long run. I started realising this when my family would finish a lot my sentences when I knew that I could have said it myself so I explained where I was coming from and told them to stop. It forced me to really channel myself when speaking because I'd instead just get stared at/expected to finish a sentence which in turn made me speak more.
