On a first date, we were sitting on a park bench and didn't speak for a couple minutes. She turned to me and asked "Are you always like this?". It bothered me but I pushed through. Now we've been married for 8 years. I think a lot of times when people say something like this it's because they want to talk to you but are having trouble coming up with a way to do that. Non-stuttering people can get nervous and awkward in social situations too. Making an effort to talk to him will get noticed, especially if he knows it's hard for you. Good luck with your crush!
