I think his debate prep team had him memorize responses because their strategy was to fact check all of Trump’s lies. So, Biden ended up on stage trying to recite memorized responses and he started mixing them up under pressure. Thats why he looked like he was having trouble figuring out what to say. It’s also why he’d start to respond and then his response would drastically shift to another subject. He was mixing up his memorized responses.
