If your stuttering is anxiety induced and you "fear" stuttering, that fear causes anxiety and will cause you to stutter more. However, if your attitude is carefree (not resisting) and not worrying your stutter, thus removing your trigger (anxiety), then you will be more fluent. Similar thing with blocks, if you fight the block in the moment of the stutter, you will block more.
