Explain stuttering to a non-stutterer?

Explain stuttering to a non-stutterer? Stuttering seems to be one of those experiences impossible to replicate for non-practitioners (think woman orgasms for men and vice versa). How would you go about describing stuttering to other people, beyond 'you want to say X but can't because that's just the way it is'?
