Is fluency the goal??

Is fluency the goal?? Ever since I can remember I've always had the goal to be a fluent speaker. Yet, I've heard for many years that it's an unrealistic goal. This made me think because I thought we had to be fluent to overcome our stutter. So why have I been told that it's not a goal to strive for? Seemed a little backwards at first. My thoughts on fluency would take too long to write. So I made a video explaining my opinion.
