Absolutely. Anxiety, stress, fatigue, etc., all contribute to making a stutter even worse. Even when you feel in control of yourself, those things can subconsciously undermine your ability to be even slightly fluid. You would think some kind of medication or what-not would help, but it often doesn't. I think that just proves there are many factors and we may never be able to solve for all of them.
